With the report submitted to him, Governor Masari used the power vested on him to set-up a visitation panel to investigate all activities related to the university. The visitation panel swings into action and at the completion of their investigation submitted their report to the visitor.

To do justice to the report, the visitor set-up a white paper committee which review and study the findings of the visitation panel and made recommendations to the government.
