MASARI OPEN TWO DAYS SECURITY AWARENESS WORKSHOP
A 2 Day security Awareness Workshop for Heads of local government Administration and District heads has opened in Katsina.
The Workshop has as it’s theme, ” committed towards achieving a secure Katsina state through grassroots engagement”.
Addressing the opening session of the workshop, Governor Aminu Bello Masari expressed the hope that security experts will discuss the events leading to the state of insecurity in the country for the participants to have a grasp of the situation at hand.
Alhaji Aminu Masari recalled that while he was serving as a Speaker, USA had written to Nigeria and forecasting that the country is on the verge of being bedeviled by insecurity.
The Governor explained that the American forecast then was based on the daily increase in the army of unemployed youths in the country.
He observed that a community with large reservoir of unemployed is a fool for the recruitment of criminals.
Recently, he said insecurity as a monster had been showing so many ugly faces, adding in 2015 it started with cattle rustling before moving to kidnappings and now rape.
Governor Aminu Masari therefore contended that the importance of the workshop could not be over emphasized, and requested the convener to organize a similar workshop for Ulamas and down the ladder to other stratas in the state.
Alhaji Aminu Masari emphasized the need for all hands to be on deck to overcome the insecurity in the state.
The Governor observed that the 1976 local government reforms may have been done in good faith but it has removed powers from the traditional rulers but left it in a vaccum.
To this end, Alhaji Aminu Masari explained that the state government is now sending a bill to the state house of assembly, which is now in the second reading to give some form of semblance to the traditional rulers.
At the end, he said that the village and District security councils as well as Emirates security Councils would be established in katsina state for effective monitoring and supervision of security situation in the state.
He said that all peace process had to be led by security agencies in the state.
The Governor announced that towards formulation of the 2021 budget, the law now stipulates stakeholders participation as citizen participation in decision making enhances the art of governance.
He requested parents to stop street Hawking especially among girl child to overcome Rape in the state.
He also spoke at length on consumption of drugs and trafficking and called for measures to stem the tide in the state.
He also requested for efforts to ensure prosecution of offenders as a deterrent to overcome crime and criminality in the state
In a remarks, the Emir of Katsina, Alhaji Abdulmummuni Kabir Usman observed that the workshop could not have come at the right time than now.
The Emir commended the Governor for commitment to end the insecurity challenges in the state.
This he said calls for all hands to help in overcome the problem.
Agreed, he said that the federal government has everything as per as security agencies are concerned but lamented the exclusion of traditional rulers in the art of governance.
Alhaji Abdulmummuni spoke at length on the efforts made by traditional rulers in the past to salvage situation, which had been neglected now.
He attributed the stoppage of collection of taxes such as cattle tax and development levy as steps to register the presence of citizens, adding that the absence of the policy is one of the fundamental causes of insecurity in the country.
He stressed the need to curtail the activities of informants and warned against non prosecution of criminals.
He also spoke against consumption and trafficking of drugs,saying that the rule of law needed to be entrenched.
Earlier in a welcome address, the special Adviser on security, Alhaji Ibrahim Ahmad Katsina said that the workshop was organized for security agents, Local government executives and District heads.
Alhaji Ibrahim Katsina observed that government had been doing its utmost best to improve security in the state, adding that there was need for information to be made to security Agencies on criminals in the state.
The Secretary to the government of Katsina state, Dr Mustapha Muhammad Inuwa represented by the Permanent secretary for special services, Alhaji Suleiman Yakubu Safana delivered a goodwill message during the workshop.
Dr Mustapha Inuwa also spoke on the achievements of the present administration towards overcoming security challenges in the state.
He also called for disclosure of Information to help overcome crimes and criminality in the state.
