IN DEFENCE OF SELF-DEFENCE: WHY GOVERNOR MASARI IS RIGHT….by save katsina group
BEING A TEXT OF PRESS CONFERENCE BY SAVE KATSINA GROUP, HELD ON SUNDAY, 22nd AUGUST, 2021 AT PRESS CENTRE KATSINA
Save Katsina Group is a coalition of like-mind Non-Profit Organizations based in Katsina state. Its thematic focus include security, peace, youth and promoting interests and positive image of Katsina state.
Of Recent, His Excellency, Executive Governor of Katsina State, Rt. Hon. Aminu Bello Masari made a bold and patriotic clarion call on the good defenceless citizens of Katsina state to rise up in spirit of self-preservation and defend themselves from the onslaught attacks by marauding killers and criminals roaming across the state.
However, some self seeking individuals and self acclaimed politicians have taken it upon themselves to join issues with the government, instead of partnering with it to end the menace of insecurity affecting our dear state.
As a civil society organization we made our own observations from the call made by the governor as follows:
a. That what the governor said is legal and constitutional,
b. That it is in tandem with the section 33 of the 1999 constitution of Nigeria which guarantees self-defence for Nigerians.
c. It is also in line with section 286 of the Nigerian Criminal Code which says that “If the nature of the assault is such as cause of reasonable apprehension of death or grievous harm and the person using force by way of defence believes on reasonable grounds that he cannot otherwise preserve the person defended from death or grievous harm, it is lawful for him to use any such force to the assailant as is necessary for defence, even though such force may cause death or grievous harm.”
d. The Fire Arms Act also empowers Nigerians to legally apply for arm possession.
e. That the call is in line with Islamic Religious injunction, (a Religion of the great marijority people of Katsina state) which enjoins its adherents for selfe-defence, as well as to learn certain games including how to operate weapons.
1. This organization considers some of the existing realities, including constitutional roles, a governor can play as far as security is concerned. We find that a governor is not the Commander in Chief of the Armed Forces. Army, Police, DSS, NIA, Immigration, Civil Defence, Customs, etc, are not under his control. The governor cannot recruit or arm any security outfit. Security is under the exclusive control of the federal government.
Looking at the foregoing realities, it will be unfair and preposterous for anyone to blame governor Masari over insecurity, or his call for people to defend themselves.
2. The various measures so far taken by Katsina state government to compliment the efforts of federal government in providing security in the state are worthy of commendation. These steps include but not limited to: a. Providing logistics to Federal security agencies. b. implementing community policing in the state. c. Youth empowerment programmes. d. Providing adequate support to IDPs. f. Setting up orphans and widows committee with a view to assist victims of banditry attacks. g. sponsoring various security summits and seminars with a view find lasting solution to the protracted security challenges bedeviling the state. h. establishment of security information and intelligence centre, among others.
As we conclude this conference, we want to state it categorically that, we are opposing any individual or group calling for the resignation of Governor Masari. The call is needlessly unwarranted and minus as it will not solve any problem. We commend the governor for using scarce resources at his disposal to compliment federal government’s efforts in providing security and maintenance of law and order. We also commend the security forces working day and night in frontline areas to restore security and peace in the state and Nigeria as a whole. Finally, we want to use this medium to call on all citizenry to assist the various security agencies with actionable information so as to bring an end the menace.
